Captain Dave Henry gives an explanation of the TCAS system which all civil aircraft flying into American airspace must be equipped with as a requirement to comply with the aviation law in the USA. Hopefully it will be standard in Europe before too long (sorry for not being up to date if it already is, but it wasn't when this DVD was made in 1994!). It is explained very well here.
