The easiest way to get this achievement is to buy the song A-Ha - Take On Me at any music store in the video game. Then put it by itself in your created playlist then turn on that station and drive. You should have no problem getting it right away just like I did in the video.
When you get to a car that you can climb on top of (low hooded cars work great). It will be harder or impossible from ground on a Hummer.
Press (X) which is to jump on the hood and move to the top of the car. Press the (Y) button when it tells you to start surfing. Then just stay on top of the car while balancing till you get 3 gold stars.
