You can get this mod for the PC version. It's called Schneemod. Try a Google search for the filename schneemod12.zip
It adds a bit of challenge to the game since you're sliding all over. All three boroughs of Liberty City are covered: Portland Island, Staunton Island, and Shoreside Vale.
Both killed by the same accident. This is a professional rating due to the sedative on target. Expert mode.
